| Description | This grant application is for funding to research international models of disability and accessibility law.
The purpose of the research is to evaluate the effectiveness of different legislative models in ensuring the rights of People with Disabilities (PwD) under the United Nations Convention of the Rights Persons with Disabilities (UNCRPD) Article 9 “The Right of Accessibility” are delivered effectively.
The practical application of the research is to inform the public and political debate on the reform of New Zealand’s current disability related law and to enable the more effective protections of rights of PwD under UNCRPD than is the case at present.
If the law is changed and a more effective enforcement of the rights under UNCRPD Article 9 is achieved the lives of many thousands of New Zealanders with disabilities or access needs will be enriched.
The Blind Foundation is making this application on behalf of a group of disability support agencies, disabled people organisations and disability advocacy groups who have formed The Access Alliance to promote disability law reforms.

| Description | In 2012, Community Law Canterbury, in conjunction with the Howard League Canterbury, commenced what was initially a small service to local prisons, called the Prison Information Service (PIS). The programme has been operating in Canterbury prisons and youth justice ever since. It is unfunded and able to operate by virtue of the commitment from Community Law, plus the volunteer support of senior law students under the supervision of a staff solicitor. It provides information and support to prisoners for their civil and family law matters. There have been around 3,000 cases and the numbers are growing annually. This study will provide an overview of the work of the PIS, describe the model, evaluate the service data, identify areas where changes may be desirable and provide information on how it may be replicated elsewhere. One outcome is to build a model of service provision that can be used to build the service in other parts of the country.

| Description | Pro bono services have a role to play in addressing access to justice issues. However, connecting pro bono supply (i.e. the willingness of lawyers to do pro bono work) with the demand for better access to justice (which largely sits within high need, disadvantaged communities) is not straight forward. The limits of pro bono, and the points at which community law centres, government, or regulators must step in, requires exploration.
Our project will examine and elucidate those questions through a pilot service targeted at Litigants in Person. Evaluation of the service will answer questions which are of importance to lawyers, regulators, government, the Judiciary and the Courts. A key anticipated outcome is the development of pro bono culture in New Zealand. Ultimately, the question of how the system can collectively mobilse pro bono services to improve access to justice is of deep benefit to those experiencing barriers to justice.
